West Cork Sculpture Guide

"In every block of marble I see a statue as plaing as though it stood before me, shaped and perfect in attitude and action. I have only to hew away the rough walls that imprison the lovely apparition to reveal it to the other eyes as mine have seen it" - Michaelangelo.

The West Cork Sculpture Guide extends from Carrigaline in the East to Mizen Head in the West and includes a combination of historical and themed sculptures. While not an exhaustive list, it sereves as a good introduction to key aspects of West Cork's heritage and culture. The principle objective of this publication is to highlight the wealth of publicly accessible sculptures and to reveal the stories that lie behind these and the events and themes they commemorate. Some of the sculptures included are renowned historical figures such as Michael Collins, Wolfe Tone and Sam Maguire, who have shaped and influenced both local and national events. Others simply commemorate key local figures whose deeds are remembered by their own community. In either case, it provides an intriguing insight into the richness of West Cork's culture and heritage.

National Spring Clean

The West Cork LEADER Co-Op. has committed to participate in the National Spring Clean initiative, which is now in its 10th year.
It is Ireland's biggest anti-litter campaign and encourages people from all walks of life to take pride in their local environment and to take action against litter. The campaign runs throughout April, however, we are focusing our attention on the final week, Monday, 28th April to Thursday, 1st May.

All areas must be publicly accessible to ensure collection of litter by Cork County Council. Suggested focus points for the clean-up include local beaches, walking routes, country roads and approach roads to towns and villages. Please note that only litter in the allocated bags will be collected. It is also encouraged to use your local recycling centre and to keep recyclables and litter in separate bags where possible by using the special colour coded plastic bags provided.

Why not make this National Spring Clean initiative a fun day out for young and old in your community. You can be as inventive as you wish - find the oldest piece of litter by checking the sell-by-date (if there is one)!!!!!!

During the campaign, we will be out there taking some photographs which we will use to highlight the trojan work of our local communities. A clean-up kit will be available for all registered voluntary groups, which includes litter bags, protective tubards and gloves.

ALL VOLUNTARY GROUPS TAKING PART MUST HAVE PUBLIC LIABILITY INSURANCE IN PLACE.

Coppeen, a Glimpse of the Past

 

A new book 'Coppen, A Glimpse of the Past' was launched by author, film maker and businessman, Maurice O' Callaghan at Barrett's Bar in Coppeen on Wednesday 20th of June. The book which is 'a slice of' the local community was produced by the Coppeen Historical and Archaeological society and edited by Colum Cronin. It contains photographs, stories and poems on subjects including Beal na mBlath, Kilmichael and the wedge tomb on Sliabh Eoin. Among the contributors were Kilmurry native and local historian John Sheehan and Stephaine Hayes a sixth class student from Coppeen National School. The book which was grant aided by West Cork LEADER Co-Op, retails for  12 and is available in shops in Dunmanway, Bandon and Macroom

Cooking with Canovee ICA

 

Food Development Officer Kevin Santry was present at the lauch of Canovee guild's cookery book on May 9th in the Riverside Park Hotel in Macroom. The book which was grant aided by West Cork LEADER Co-Op comprises of 87 pages packed with a variety of recipes. These include gluten-free sweets and savoury dishes. Inside you will also find cooks tips and healthy eating suggestions. Proceeds of the cookery book will benefit Maymount Hospice, The Motor Neurone Association, Cope (Macroom), Special Olympics, St. Vincent de Paul (local), Macroom Hospital and Arc House.

CLÁR Single to Three Phase Electricity Conversion Measure


Under this measure, CLÁR finances the cost of the customer contribution to the ESB for conversion from single to three phase electricity.
This measure applies to CLÁR areas only, and any assistance received is subject to certain terms and conditions.

Who is eligible?
1. New start-up business or enterprises
2. Existing small businesses or enterprises
3. Sports clubs who wish to install floodlights at sports grounds
4. Community groups who wish to install three phase electricity
in order to equip the kitchen in their community centre

CLÁR Bilingual Signage Scheme

 

Village and Community Signage Scheme
Townland Signage Scheme

The aim of this scheme is to provide funds for the erection of bi-lingual signs
for villages and townlands.
These two schemes are limited to villages in the CLÁR area of County Cork.

The maximum for Village and Community Projects is  4,000 split:
 2,000 CLÁR and
 2,000 Foras na Gaeilge

The maximum for Townland Projects is  6,000 split:
 2,000 CLÁR,
 2,000 Foras na Gaeilge
and  2,000 Local Community


These projects must be completed in stone.

County Cork Adventure Coast - Brochure

 

Thursday April 5th 2007 saw Minister John O Donoghue attend Cork County Hall to launch a Brochure on Cork marine tourism.

The " County Cork Adventure Coast" brochure is a joint initiative between West Cork LEADER Co-Op, East Cork Area Development and Comhdhail Oileain na hEireann. The publication is crammed with information on more than 200 marine tourism activities, organisations and resources in West Cork, East Cork and the islands of West Cork. The brochure covers a range of activities from sailing and yacht clubs, berthing facilities and rod hire to information on coastal birdwatching, thalassotherapy centres, lifeboat and resue services and marine packaged holidays and accomodation. It incorporates a map of the coastlines along with information on each of the regions and a series of colorful visual images. Copies of the brochure have been distibuted to Failte Ireland tourism offices in the Cork region and it will also be promoted at future trade events.

Care and Maintenance of Local Heritage Course


The aims of the course included:

*To develop an appreciation of the full value of the local heritage and the need to raise more widespread awareness of this;
*To promote understanding of the need for care and maintenance of local heritage in its widest context;
*To provide practical information and training relating to the care and maintenance of local heritage;
*To encourage an integrated approach to the care of local heritage
*To promote best practice in the local heritage
*To enhance the capacity of local communities to work effectively as teams to undertake appropriate care of local heritage.

Target Audience:

The target audience included representatives from local community groups, local historical societies, environmental groups and tidy towns groups who are actively involved in heritage projects within their local area.

The course should equip participants with two key tools for under-taking heritage related projects:

*A heritage audit template
*A heritage plan template

Overview of Course Units:

There were five course units that made up the course. The first provided an introductory framework, placing heritage in its integrated context, identifying threats to heritage, the challenges facing projects aiming to maintain and care for heritage, and the principles of good practice for such initiatives. The middle three units consisted of more detailed work in relation to broad areas of heritage, including skills demonstration sessions and illustrations of best practice. The final unit involved collaborative project work examining local examples of heritage management challenges and applying the learning of the previous three units.

Global Action Plan



West Cork LEADER Co-op in association with Cork Environmental Forum are currently running the Global Action Plan Eco Team Programme in Bantry, Caheragh and Schull. The programme is being delivered in partnership with a number of local community groups including I.C.A. Guilds from Goleen, Drimoleague, Bantry, Dunmanway, Ballydehob and Caheragh and development groups from Caheragh, Ballydehob and Bantry.

 

The Global Action Plan (GAP) Eco Team Programme helps householders investigate and implement changes to their lives that will save them money and reduce some of the negative effects that a modern lifestyle can have upon the environment. The programme consists of 6 meetings that cover the topics of waste, water, energy, transport, consumerism and community. The standard GAP programme consists of 6 meetings of 90 minutes duration given once a fortnight over 10 weeks.

During the course of the programme participants identify money saving, eco friendly actions and try the actions out at home. Typical actions taken might be to purchase a compost bin, to turn appliances off rather than leaving them on standby. The actions are all simple, GAP just helps you get into the routine of doing them!

 

By coming on a GAP programme you will discover that eco friendly is also economical and that it is easy and fun. We expect that the enjoyable nature of the course will be a motivator for your group, increasing everyone's interest and commitment to your other objectives.  It is also our ambition at West Cork LEADER Co-op that the programme will be a catalyst for further projects that may attract LEADER funding.

Identity, Image & Economics - The Principles of Regional Branding


The forthcoming conference - "Identity, Image & Economics - The Principles of Regional Branding", organised by the West Cork LEADER Co-op in association with partners from the UK and the Netherlands, will take place in the Trident Hotel, Kinsale, West Cork, on May 18th, 19th and 20th, 2005.

Market forces, demographic change, structural reform and social trends combine to present rural regions with formidable challenges. Village Development Programme

The West Cork LEADER Co-op Society (in association with Cork County Council) has committed funding for the provision of expert planning, conservation and environmental advice to assist renewal, infrastructure development and enhancement projects in selected villages throughout West Cork, Owenabue and the Lee Valley areas.  This initiative will focus on stimulating activity in villages where development has lagged due to location, infrastructure or demographic disadvantage.

Villages participating will be required to establish a development forum of up to 5 individuals representing different strands of social, business and community life.  Consultants will be engaged to work with these community representatives in the planning, co-ordination and delivery of a comprehensive village development plan, the objective of which, will be to prioritise development actions for funding under the Operational Programme for Local, Urban and Rural Development, the LEADER + and CLAR Programmes as well as the Rural Social Scheme.

CALL FOR PROPOSALS

-         Proposals are invited from suitably qualified and experienced consultants with a proven record in planning, renewal, landscaping and development projects

-         Consultants are invited to formulate and cost a training and advisory programme for selected villages for delivery in Autumn/Winter 2004.  The structure, timeframe and schedule of the proposed programme should be clearly identified.

-         The desired format will be a series of 5 consultations with selected community interests in local villages.

-         The desired outcome will be the formulation of a village plan and design statement outlining achievable environmental, infrastructural and development projects

-         It is intended that such plans will form the basis of funding applications to Cork County Council, CLAR, The West Cork LEADER Co-op and other agencies in 2005/2006.

-         Expressions of interest and formal proposals should be received no later than Friday 10th September 2004

Cork County Development Board Community & Voluntary Forum

The Cork County Community & Voluntary Forum is holding elections in respect of the positions filled by the nine original members of the Umbrella Fora group who have now completed their three-year term as representatives for their electoral area.  There are also four vacancies countrywide due to the resignations of other members.

Elections will be held throughout the county in September 2004.  The dates and venues are as follows:

Nominees would be expected to attend the monthly meetings of the Umbrella Forum and actively contribute to the Work Programme.  They should also be willing to relay information to community and voluntary groups in their respective electoral area.

Rural Social Scheme announced for West Cork

Éamon Ó’ Cuív T.D., Minister for Community, Rural and Gaeltacht Affairs, announced the extension of the Rural Social Scheme to the West Cork area.  Phase one of the scheme is now up and running in 8 LEADER areas in the country and, on July 22nd, Minister Ó’ Cuív announced phase two, extending the scheme to a further ten LEADER areas including the West Cork LEADER area.

The Rural Social Scheme (RSS) was announced last December as part of Budget 2004.  It will provide community-based work on a part-time basis to 2,500 farmers/fishermen (or their spouses), who do not make a viable living from fulltime farming or fishing.

The RSS aims to provide services to rural communities by harnessing the skills and talents available in the farming and fishing communities.  The types of projects carried out under the RSS are likely to include:

·        Energy conservation work for the elderly and the less well off

·        Village and countryside enhancement projects

·        Social care and care of the elderly, community care for both pre-school and after-school groups

·        Maintaining and enhancing Waymarked Ways, agreed walks and bog roads

·        Environmental maintenance work

·        Maintenance and caretaking of community and sporting facilities

·        Projects relating to not for profit cultural and heritage centres

·        Any other appropriate community project identified during the course of the scheme

 

Participants will work 19.5 hours per week and these hours will be based on a farmer/fisherman-friendly schedule.  Details of total weekly payments are as follows:

 

Participant with Adult Dependent                        €248.60

Participant without Adult Dependent                    €159.20

Each Child Dependent (Full Rate)                        €16.80

Each Child Dependent (Half Rate)                       €8.40

 

One of the knock-on effects of this scheme of course is that additional FÁS Community Employment places will become available as farmers and fishermen transfer from CE to RSS.

To be eligible to participate in the RSS a farmer or fisherman must be:

·        in receipt of Farm/Fish Assist

·        or have a herd number and be in receipt of one of the following long-term Social Welfare payments; Unemployment Assistance, Disability Allowance or Unemployment Benefit (if previously on CE Scheme)

·        or be on the Community Employment scheme.  Transfers from CE will only be accepted during the first 12 months.

 

Participation in the RSS is not intended to be on a permanent basis.  Successful applicants will be included on the RSS for an initial period of twelve months.  People will be eligible to return to the RSS subject to availability of places.

 

West Cork LEADER Co-op will be hosting a series of public meetings on the scheme in September.  Locations will depend on interest expressed.  Further details will be provided in due course.

Diploma in Rural Development (UCC Distance Learning)


The West Cork LEADER Co-op Society Ltd invites applications for the Diploma in Rural Development, a distance learning programme with University College Cork.  Up to two applicants may be selected and given grant assistance to complete this two year programme which incorporates IT and class based tutorials.  Course applicants must be over 23 years of age and have at least two years experience in rural development in either a voluntary or professional capacity.

Certificate in Community Development (UCC Outreach)


The West Cork LEADER Co-op Society Ltd invites applications for the Certificate in Community Development.  Delivered on an outreach basis in West Cork, the programme will be run from October 2004 to May 2005 and is designed to introduce participants to the theory and practice of community development work.  It may be of interest to those employed in delivering community services or working on community based projects.  The course is designed to assist adults in acquiring the necessary knowledge, attitudes and skills to help them work more effectively in their communities.

Course applicants must be over 21 years of age and have a record of active community involvement, irrespective of previous educational attainment.  Preference will be given to applicants who work with community organisations registered with the Community and Voluntary Forum of the Cork County Development Board.

A public information meeting will be held on the proposed programme at 7.30pm on Thursday June 17th 2004 at the Sutherland Centre, Skibbereen.  Full details will be available and all are welcome to attend.

Village Development Programme

 

The West Cork LEADER Co-op Society (in association with Cork County Council) has committed funding for the provision of expert planning, conservation and environmental advice to assist renewal, infrastructure development and enhancement projects in selected villages throughout West Cork, Owenabue and the Lee Valley areas.  This initiative will focus on stimulating activity in villages where development has lagged due to location, infrastructure or demographic disadvantage.

Villages participating will be required to establish a development forum of up to 5 individuals representing different strands of social, business and community life.  Consultants will be engaged to work with these community representatives in the planning, co-ordination and delivery of a comprehensive village development plan, the objective of which, will be to prioritize development actions for funding under the Operational Programme for Local, Urban and Rural Development, the LEADER+ and CLAR Programmes.

"Inside or Outside the Farm Gate?" - Exploring Strategies for Diversification

 

 

Farm families approaching the challenge to diversify face a potential minefield.  Rather than take a leap of faith farm families generally need outside help in taking a step by step approach to finding and developing the enterprise best suited to their family’s set of skills, resources and locationThis demands a concerted effort on the part of the various support agencies and organisations. Pulling together some of Ireland’s leading lights in agri economics and rural development the forthcoming  Inside or Outside the Farm Gate? conference in Cork will provide a forum to tackle just this issue.

 

A set of focused workshops is a key feature of the conference which is targeting support agencies and farm organisations. These will cover policy and agency support, economic development in rural regions, training and employment supports, and auditing farm family resources. 

 

Minister for Agriculture Joe Walsh will be launching www.farmoptions.ie, a new web based initiative from Innovation South, the conference hosts, that provides ideas and approaches for farm families interested in diversification. 

 

The seminar will be held in the Convention Centre, Silversprings Moran Hotel, Tivoli, Cork, on 10th and 11th April 2003.  It is primarily aimed at the Statutory Bodies, Local Development Agencies, Farm Organisations, Agri-advisors, Dairy Co-operatives, Third Level Institutions and Commercial Organisations active in agriculture and rural development.  The seminar will also be of interest to farmers and farm families wishing to develop alternative farm enterprises or undertake diversification projects.

 

Innovation South is an inter-territorial development initiative between West Cork LEADER Co-op, East Cork Area Development and the Waterford LEADER Partnership Ltd.

Craft Sector Training and Development Programme

The West Cork LEADER Co-Op, in conjunction with the Craft Council of Ireland is pleased to announce its forthcoming Craft Sector Training and Development Programme.  The newly devised programme will commence in May 2003 and will be delivered on one day a week over seven consecutive weeks.  The venue will be arranged in response to local demand.  The programme will comprise of the following modules:-

Business Management Skills Sales, Management and Promotion
Business Planning Finance for Craft Businesses
E-commerce Design and Product Development

The programme is a pre-requisite for local craft enterprises seeking development assistance from the LEADER + Programme and will also form part of the criteria for participation in the successful West Cork Regional Branding Initiative, Fuchsia Brands Ltd

An information meeting on the programme will be held in the Celtic Ross Hotel, Rosscarbery on Monday 24th March at 6.30 pm.  Representatives from the West Cork LEADER Co-Op, and the Crafts Council of Ireland will be on hand to address any queries on the proposed programme content.

Innovation South Transnational Project Fair

Over 120 Europeans and over 80 representatives from Irish LEADER and Local Action Groups are descending on the city of Cork on Thursday 21st November and Friday 22nd November for a Transnational Project Fair.

 

The Lord Mayor of Cork, Cllr. John Kelliher, is officially opening the event, which is being run by Innovation South, a joint venture between East Cork Area Development, Waterford LEADER Partnership and West Cork LEADER Co-op and supported by the Department of Rural, Community and Gaeltacht Affairs.

 

The two-day seminar will include a half-day conference with presentations from keynote speakers on LEADER II, LEADER+ and National Rural Development Programme and themed workshops the with presentation of case studies and proposals of transnational co-operation.

 

Thirty-eight Local Action Groups (LAG's) have been running development actions in the rural areas of the Republic of Ireland for a year now, within the framework of the LEADER+ Community Initiative and the National Rural Development Programme (NDDP) under the National Development Plan 2000-2006.

 

These two programmes build on the results of LEADER II in Ireland, which has been instrumental in the creation of one of Europe's success stories in integrated local development.  These LAG's are now initiating a process of partner identification with a view to establishing co-operation projects with European counterparts.

 

The LEADER+ programme is funded by the EU and the Irish Government under the National Development Plan 2000-2006.

Call For Proposals

Flexibility exist as to the means of delivery of the proposed development supports.  Consideration can be given to a consultancy arrangement whereby the outcome of the project is the presentation of a comprehensive village development plan.  Alternatively development supports can be presented as a modular training initiative for community representatives.

CLAR Programme

 

Proposals are invited from local communities for financial support under the following measures:  

 

Village Enhancement Scheme

Eligible projects must be promoted by the local community and may include general amenity enhancement, environmental works, landscaping, heritage projects, car parks, playgrounds, etc.  Projects will complement rather than duplicate projects funded under the Urban and Village Renewal Measure or the LEADER+ Programme.

It is expected that project costs will not exceed €30,000 and will be funded as follows:

·  33.33% up to a max of €10,000 funded by CLAR.

· 16.66% up to a max of €5,000 funded by the West Cork LEADER Co-op 

   matched with a similar local contribution.

·   33.33% from Cork County Council who will also carry out the development work.  

 

Bi-lingual Signage

Expressions of interest are sought from communities and private individuals interested in bilingual signage for villages and commercial premises.  Financial contributions from the CLAR programme are available for this purpose.

 

3-Phase Electricity Conversion

Applications for funding from small local enterprises (less than 10 employees) seeking to convert from single phase to 3-phase electricity are sought.  Enterprises should demonstrate that such investment is required to maintain business viability in remote rural locations. Assistance is available at the 100% rate subject to a maximum contribution of €10,000 from the CLAR programme.

 

Interested parties should note that eligibility for development assistance is restricted to a predefined geographic area.  All applications should clearly demonstrate that the project can be planned and completed before the end of 2002.

Tourism Training Programme 2002/2003

 

The West Cork LEADER Co-Op. in conjunction with CERT will shortly be commencing its sixth tourism training programme.  To date approximately 2,000 participants have completed the various courses. 

The Autumn schedule begins with Tour Guiding, following an interview process on 3rd September. On the successful completion of this course, the participant may apply for a local tour guide badge. 

The next course, Marketing, Sales & Promotional Techniques for Tourism Businesses, is scheduled for 8th October.  This course consists of 5 modules with each session focusing on a specific element of marketing and will culminate in the development of a marketing plan, which will be specific to the needs of each of the participants. 

The remaining 5 courses will be run between October and  November (please refer to table).  An Introduction to Food Hygiene via the Web course (takes approximately 4 hours to complete) and an International Employees Induction Pack, which would be particularly recommended for hotels, are also available.

The courses will be essential for anyone interested in becoming a Fuchsia Brand member or for those who wish to secure LEADER + assistance for the development of accommodation, amenities or facilities.  To date, 70 establishments have been approved to use the brand and this is expected to increase substantially in the future.  Annual surveys show that visitor satisfaction ratings with the establishments who have completed the training have remained excellent over the past number of years.  For further information, please contact Jean O’Sullivan, Tourism Development Officer, West Cork LEADER Co-Op, at 023/34035 or jean@westcorkleader.ie.

LEADER+ Contract Signing

 

We hope to sign a contract with the Department of Agriculture, Food & Rural Development during the month of November.  The shape of the new programme is still emerging with details on tourism supports yet to be clarified.

In broad terms, however, the eligibility criteria follows on from the last programme and we are confident that the projects/initiatives identified as key objectives can be delivered within these parameters.

When the definitive picture emerges, we will be hosting public meetings at selected venues throughout the region.  These will afford any interested parties the opportunity to learn about the programme, our strategy and the resources and supports available.  We will endeavour to arrange these public meetings at the earliest opportunity in order to allow projects to be considered for funding prior to Christmas.

LEADER+ Update

 

The shape of the new LEADER+ programme will be somewhat clearer following a seminar on the eligibility criteria and programme details on September 13th. Whilst we still are waiting to sign a contract with the Department of Agriculture, Food and Rural Development, we will be better placed to answer specific queries after the seminar.

Largest Allocation for West Cork

 

The Department of Agriculture, Food and Rural Development has confirmed an allocation to West Cork LEADER Co-Operative Society of £5.27 million for the LEADER+  programme for the period 2001-2006. This represents an increase on the initial LEADER II  and is seen as as acknowledgement of the success of the previous programme as well as the strength of the proposed development objectives and strategy. It is now hoped that pending the signing of a contract with the Department of Agriculture, Food & Rural Development, the new programme will be launched in September or October. Further details will be posted as they come to hand.

Commission Approval

 

It has been confirmed that the LEADER+ has been approved by the European Commission. We understand that the process of approving the business plan is nearing completion thus allowing for a cabinet decision on the matter in the near future. We hope to learn of the programme criteria and budgets in the near future and look forward to the launch of the local programme in the autumn.
